Union alleges diversion of PDS food grains, kerosene

The Consumer Rights Organization - East Kameng District Union (CRO EKDU) on Monday appealed the district administration (DA) to monitor the supply of public distribution system (PDS) food grains and SKO (Kerosene) by highlighting the diversion and malpractices in supply of those items in the district.

CRO EKDU President Beku Dolo briefing media persons in a press conference here today at press club informed that on June 15, a representation was submitted to the Deputy Commissioner (DC) East Kameng with some charter of demands to be implemented immediately for transparency and proper functioning in distribution system of PDS food grains and kerosene.

The union appealed the DA to direct Fair Price Shop (FPS) owners to follow all the guidelines of Operation of Fair Price Shop under Section 10 of Arunachal Pradesh Public Distribution System Order 2016 .

Supplementing this, Dolo informed that PDS food grains are distributed illegally in markets of district headquarter by FPS owners at the rate of Rs 1200 for 50 kg rice which causes shortage in supply of monthly allowance to actual bona fide consumers. And with such malpractice the black-marketing of PDS food grains are increasing day by day in the district, he added.

Dolo opined that FPS owner should not retain the beneficiary s ration card after the distribution of food grains which is one of those reasons why there is no proper distribution of food grains.

Complaining that till date there has been no formation of any Vigilance Committee by the concern department, the union demanded for formation of Vigilance Committee within the district as well as block levels as per Section 15 of Arunachal Pradesh Food Security Rules 2015 in order to ensure transparency in functioning of Targeted Public Distribution System (TPDS).

Focusing on Section 14 of APFSA 2015, the union has demanded for conduct of Social Audit twice a year by the concerned department along with vigilance committee, NGOs and elected PRI members.

Demanding for strict vigilance on kerosene supply as per Arunachal Pradesh Kerosene (Licensing and Distribution) Control Order 2005 , Dolo appealed the district authorities to direct all outlet retailers that they shall ensure regular distribution of kerosene to their consumers at their respective locations at the rate fixed by the government.

Regarding SKO, most of the people residing in the interior parts of the district are unaware about supply of kerosene although every month there is an allowance of 42000 liters of kerosene in district by the government but outlet retailers are not distributing the item properly to actual consumers instead can be seen selling kerosene at the rate Rs 100 per liter openly at Seppa town market , Dolo said.

Until and unless there is no proper monitoring by DA on supply of PDS items there will be no proper distribution of PDS items to bona fide consumers, he added.

With strong implementation of all the demands in district level can vanish the corruption policy over PDS food grains and kerosene , said CRO EKDU president.
